You use them to help prevent a stuck mash and increase runoff in the mash tun. They should be used with base malts such as Rye when more than 50% of the grain bill is Rye. I'm not sure how much to use exactly, I would go by eye personally - making the call while doughing in

They come in handy when making beers with large portions of wheat, too. Any grain without a hull like barley.

as said above and especially with sticky malts such as rye. never tho and i mean never double crush your rye Razz
